Old Universe: Zefram Cochrane conducts the first warp flight in 2063 and draws the attention of the Vulcans, which eventually leads to the creation of Starfleet.

New Universe: Someone else conducts the first warp flight in 2065 and draws the attention of the Andorians, which eventually leads to the Alliance of Worlds.

The Alliance of Worlds has founding members with the Terrans, the Andorians, and the Klingons. It is militaristic in nature. When the Andorians met the Terrans, the former was at war with the Vulcans. Although the war has ended, the military nature of the three founding species permeates. There are territories belonging to the Andorian Empire, the Klingon Empire, and the Terran Union.

We are not allies with the Vulcans. At best, the AoW is at an unsteady ceasefire with the Romulans.

Transporter Technology: It has been invented, but due to previous conflicts and Vulcan retaliations, it has not been properly developed and there are areas of space that will distort a transporter beam. One is near Solaris. It's not worth the risk.
